It shall be the primary purpose of the probation department to serve the court by providing supervision of clients, to protect society and to provide necessary services to reduce the probability of continued criminal behavior. It is the department’s belief that enforcement of the conditions of probation and provision for assistance and services to the offender are the best insurance against further harm to the community.
